Provisional agreement reached on Horizon Europe
In the March’ trilogue between European Commission, Council and Parliament, a preliminary agreement has been reached on the content of the Horizon Europe Regulation. This outcome is expected to be confirmed at the Council meeting on April 8th 2019, and in the Parliament plenary on April 3rd. The agreement does not cover the budget for Horizon Europe, which has been proposed by the Commission at approximately 100 billion euro. This is subject to the current negotiations on the Multiannual Financial Framework (MFF). Synergies with other future EU programmes and policies, and provisions on international association agreements are also subject to further discussions. The next step for the Commission is to prepare implementation of Horizon Europe, as the programme is set to launch on 1 January 2021. In this phase, the mission orientation, as well as the (public-to-public) partnerships will be shaped.
